UK Casino Sites Drawn Into Growing Standoff Over Affordability Checks

Casino sites are being drawn into a regulatory row that has little to do with slots or live tables, as horse racing, MPs and the Gambling Commission clash over affordability checks.
UK Casino Sites Drawn Into Growing Standoff Over Affordability Checks
  • A clash is escalating between the UK Gambling Commission, horse racing and MPs over Financial Risk Assessments. The British Horseracing Authority says its requests for pilot data went unanswered, and the Betting and Gaming Council is considering legal action against the checks.
  • The Commission's own pilot found 97% of flagged accounts can be assessed automatically, leaving fewer than 3% subject to a full Financial Risk Assessment and roughly one in 1,000 needing deeper checks like open banking or documents.
  • For casino players, the practical impact stays limited. Feedback sessions with OLBG members showed most people don't know how the checks work, even though only a small share of accounts will ever be affected.

Licensed casino sites are being pulled into a widening standoff between the UK Gambling Commission, horse racing and MPs over affordability checks.

These are Financial Risk Assessments, or FRAs, the strictest of the Commission's two affordability measures.

The lighter-touch alternative, used for accounts showing only early signs of risk, is called a Financial Vulnerability Check.

The Commission points to its own pilot data as the main justification for pressing ahead with the checks.

That initiative found 97% of flagged accounts could be assessed easily and frictionlessly using data the operator already holds.

That leaves fewer than 3% of UK betting accounts subject to a full Financial Risk Assessment.

My View

I'll be watching this affordability row closely over the next few months, because whatever shape the final rules take, they'll apply just as much to casino sites as they do to sports betting.

Just one in 1,000 accounts needs deeper checks, such as open banking access or document requests, the regulator says.

Despite that, the standoff has escalated sharply this month. The British Horseracing Authority says its requests for detail on the Commission's pilot went unanswered for months.

Racing Post journalist Lee Mottershead published emails, obtained under freedom of information law, showing the regulator declined to share the data with the BHA.

The Betting and Gaming Council, the industry's trade body, says it's considering all options, including legal action.

The Commons' CMS Select Committee has written to the Commission questioning the decision.

This all lands as the Commission goes through a leadership transition, and as Andy Burnham becomes the UK's fifth Prime Minister in five years.

For casino players specifically, the practical impact stays limited for now. Checks are triggered by account-level spending patterns, not by playing casino games over betting on sport.

Check tierWhat it means
No check neededAround 97% of flagged accounts, assessed automatically using data the operator already holds
Financial Risk Assessment (FRA)Fewer than 3% of accounts, triggered by higher spending thresholds
Enhanced check (open banking / documents)Around 1 in 1,000 accounts, used when automatic assessment isn't possible

OLBG's Casino Content Manager David Coleman believes the political noise shouldn't distract from what actually changes for players day to day.

He said: "The vast majority of casino players will never hit the threshold where any of this applies. The Commission's own numbers back that up.

"What's playing out now is really an industry and funding argument, particularly around racing. It's still worth understanding, because the rules that come out the other side apply to every licensed casino site.

"If you're ever asked to verify your account, it's part of the same licensing framework that keeps casino sites accountable. It's not a sign you've done anything wrong."
