- The UKGC has opened a formal call for proposals, not a consultation, inviting operators, trade bodies and licensing authorities to suggest how gambling regulation could be streamlined.
- Submissions open until 25 September 2026, which gives everyone over three weeks to make their suggestions known.
- The scope covers licence conditions, technical standards, reporting requirements and how different rules interact.
Licensed casino sites are being given a rare chance to help write their own rulebook, it has emerged.
Feedback sessions with OLBG members showed frustration with unclear or overlapping rules is just as common as frustration with the rules themselves.
The UK Gambling Commission has opened a formal call for proposals asking operators, trade bodies and licensing authorities how regulation could be streamlined.
It's important to note this is a call for proposals, not a formal consultation, and the Commission has been careful to say so itself.
Submissions close on 25 September, giving the industry roughly three months to put ideas forward through an online form.
The scope covers licence conditions, technical standards, reporting requirements and how different rules interact with each other in practice.
There are clear limits though. The Commission won't touch anything still under active consultation or measures from the 2023 White Paper that haven't yet been fully evaluated.
That rules out reopening recent protections like financial vulnerability checks or age verification requirements.
The call was set out by Tim Miller, the Commission's Executive Director for Policy and Research, who announced his departure from the role just three days later.
Miller leaves in September after ten years at the Commission, meaning the initiative he launched will land on someone else's desk before it closes.
| Call for proposals | Detail |
|---|---|
| What it is | A formal invitation for industry ideas, not a consultation |
| Opened | 26 June 2026 |
| Closes | 25 September 2026 |
| In scope | Licence conditions, technical standards, reporting, how rules interact |
| Out of scope | Live consultations and recently implemented White Paper protections |
| Announced by | Tim Miller, Executive Director for Policy and Research, departing Sept 2026 |
For an industry that spends heavily on compliance, a genuine standing invitation to flag what isn't working is unusual.
OLBG's Casino Content Manager David Coleman believes the timing is worth watching as closely as the outcome.
He said: "Regulators asking for ideas is rarer than regulators announcing new rules, so this is worth taking seriously.
"The exclusions matter here. This isn't a route to water down player protections, and the Commission has been explicit about that.
"What I want to see is whether genuine process improvements come out of it, things like clearer reporting or less duplication, rather than the call quietly landing on a shelf once Tim Miller's gone."
